Boy! I need someone to make a decision for me 
I'm after a new fan for a socket 754 Athlon XP3200+
It needs to be as quiet as possible and effective and come in under £25.
Any recommendations..there just seems to be so many!

There just seems so many for that price and wanted to narrow the field down

The Thermalright XP-90 is one of the best heatsinks around. It's very efficient, and not too heavy being made from aluminium (there's a copper version too but it's very heavy).
You then buy a silent 80mm fan seperately, which mounts onto the heatsink.

The combined price of an 80mm fan and the XP-90 will go over your £25 limit though.

I had one of the Zalman cooling solutions and it was awesome but its better to check the noise level before you buy.0

Extremely Quiet
The further development of the Copper Silent 2 80mm fan means even lower noise levels. This is due to the fan positioning on 4 rubber feet which forbids any possible noise vibrations and the optimized for aerodynamics fan blades. The large 80mm fan allows, (compared to smaller fans) for better cooling performance at lower rotation speed. The result is less noise and at the same time longer life.
Powerful Cooling
The 10 mm thick Aluminium bottom plate allows for good heat dissipation, the large surface area for optimal heat transfer to air. This allows for sufficient cooling even for high clocked Athlon 64 and Opteron CPU's
Easy Installation
Using two screws the cooler can be mounted quickly and easily.
Low Profile
Thanks to the reverse hung fan the relevant height for the air flow can be kept to a low 56mm.
