You won't get much of a selection with a free (legal) site - of mainstream music that is - but iTunes recently announced a new pricing structure and amazon had some deals of tracks for 29p.
Tesco is another place that you can get reasonably prcied mp3s.0 -

There's downloading and there's downloading.
Legitimate music downloads come from sites like iTunes & Amazon, but most stuff from there will need to be paid for. There are a few sites where you can get music for free legitimately, but it won't be popular/chart stuff, by and large.
The other type of downloading is file sharing via Limewire, Piratebay and so on, which is effectively theft and, therefore, illegal. There's also a significant chance that what you download will have malware thrown in with it.
Your best bet to get things started without spending is to rip a few CDs and transfer those onto the iPod.0
