Work Laptop with DSE pop ups on start up how to remove?

I've got an old Work Laptop (XP) that's I bought off my workplace which has these anoying DSE pop ups on start up, how can I remove?them? The program I can see is called "IC flash". Is there a software program out there that can remove these start up message's?
Does anyone know how I can renove these annoying pop up messages that appear on system start up. Will I have to reinstall the entire OS?? I tried to do a system restore before they were added however I can't go back beyond 6 months.

if you go to start (bottom left of the screen) then click on "run" and type "msconfig" and then click on ok
click on the startup tab and it will show you everything that is starting up when you first boot up
untick any you are sure you no longer need...google any you are not sure of
worse case you can run msconfig again and re-tick them

spybot also has a start-up manager in Advanced mode, it also tells you what alot of the programs are if you highlight them and it tells you if they are necessary or not
