My father has an eye condition called macular degeneration and it has been suggested that for him to use his computer (the internet) that we change the computer to black and white. Can this be done in control panel or do we have to adjust the monitor. Many thanks for any help.

If you go to Start / All Programs / Accessories / Ease of Access / Ease of Access Centre you can change various settings in there.
One of the display settings is called High Contrast White which I believe is black and white.0 -
You don't say what Operating System he's using. If it's a recent version of Windows, you should be able to right-click the desktop and then choose Appearance and select a Colour Scheme. High Contrast White for example gives mainly Black and White, though it doesn't get rid of all colour. Try a few of the schemes and see which he prefers.
You will also find some other tools for people with poor eyesight under the Accessories, Accessibility menu - for example an on-screen magnifier.
Within the browser, you may also have to edit the Preferences to force it to choose your own (black and white) colour scheme, but that will depend on which browser he uses. In Firefox for example you have to untick the box that permits websites to choose their own colours.0 -

I wonder if someone can help me, you will need to read the above posts first. I now need to revert the computer back to its original state which you would think would be easy but when I go into the Assessibility Centre I can only seem to revert it to a black or a white background. You should follow the same steps, and if you see 'current color scheme' then click on that. That will bring you back to the default option.0
