Please Help: Investment / savings advice

My father in law has approx 40k savings and has already used up his cash isa allowance for the year 09 to 10. He is planning towards his retirement and due to recieve a modest / live-able pension very soon. His mortgage is already paid off.

He does not want any online / internet options and very much prefers to keep it within a well known bank / building society which is usually in the high street. He also does not want to invest in stocks and shares as the last 2 investments have failed to deliver. He does not mind locking it up for a few to several years if this brings a better rate of interest or investment.

Please could you advise of his best options available, within his constraints.
