Halifax LOB Deal

Got some credit card cheques through from the Halifax for a LOB 3.9% offer.

I can use 90% of my credit limit. Should the 3% fee be included within the 90%?

Yes. I was recently told it is included. Even though It is a fee separate from the actual balance transferred,it is normally summed up to arrive athe limit of 90% limit.
But you may wish to double check or perhaps someone else was told something contrary.
I cant give definite confirmation cos i didnt transfer anything near the 90% limit
