Last night my mother was called by someone claiming to be from MBNA telling her about a new credit card and asking if she wanted to apply over the phone! What??!!!

Is she already or ever been an MBNA customer? It's possible they would phone if they've had the necessary permissions in the past.
Otherwise ask them for a UK phone number and that you will phone the police if they phone back.0 -

tell her to forget it, if she wants a new credit card then just tell her to apply herself by calling the company etc. this will remove the possibility of being scammed if this is a conplease just thank me
