For info.
From April 2010 households will no longer recieve any excess LHA if the LHA is higher than their rent. Existing claimants will move over to the new arrangements on the aniversary of their claim.
Also a few more general changes;
Pensioners capital limit to be increased to 10k ( This looks like it will be applicable in both HB/CTB and Pension Credits.)
As we already know Child Benefit will be disregarded from October 09.
(From todays budget)

That seems a very sensible arrangement; I've always thought it strange that you can get the £15 excess now!0 -
But perhaps a cue for landlords with rents set below the LHA level to raise them to the level? A loss to tenants but a gain for LLs.
This somewhat destroys one of the principles of LHA as it will not be an allowance, but will be a "maximum rate".
It also removes a tenants bargaining ability as there is no incentive to negotiaite a lower rent where it is at or below the LHA.0
