£15bn public sector 'efficiency savings'

Thats a hell of a lot of energy saving lightbulbs to switch off.
But seriously, if they could save £15bn, why the hell havent they done that before?
Are we talking jobs?
Are we talking renegotiating contracts with their buddies at Capita (for example)?
I know MPs expenses will put a couple of £m a year in but you cant expect them to give up !!!!!! altogether.

Simply because Labour plays fast and loose with taxpayers money. They have no concept of the value of money - they think that they can borrow and borrow and borrow, and with that attitude they are fe ckless as to how money is spent.0 -
Brilliant, but doesn't go anywhere near enough.
We could cut at least 10 to 20% of public sector jobs without even noticing.
It is coming, Clown has just put it off happening by getting massively into debt.
Election coming perhaps?

Its a development of efficiency savings started after the Gershon report. There will absolutely be job losses - the idea is that they don't affect front line services.
And why not? The public sector manages to cut jobs by working more efficiently, and I see no reason why the public sector should be any different.0 -

Freeze on public sector pay...... as I raised a while back the NHS expects to have its budgets cut in real terms in 2010/11. Meaning that payrises cannot be afforded.0

The savings are achieved like this. In order to save money first create a plan to spend money. Let's say I draft a plan to spend 20 billion next year on the unemployed. Then at a later date, before any actual money has been spent, scrap the plan. Hey presto - I've 'saved' 20 billion.

Piece-a-cake.
Start with loads of CSs. Outsource loads but ensure contract with private sector preserves T&Cs for all existing staff (but not new ones). Employee count falls (loads of great spin) but no actual savings.
