Budget 2009 for motorists

I have just slogged my way trough the full budget report to try to find the motoring section. Eventually I found it, so if you want to read it you can find the links here

Motoring section is in Chapter A which you can download seperately from the full report. Specifically you want A.107 - A.122

I was looking to see what it said about LPG as the standard news announcement "2p per litre on fuel duty from September 2009" was vague. It does not tell you about unleaded/leaded-LRP/diesel/LPG/CNG/Biofuels.

I found the information in A.107 - A.109. It is very confusing because they do not state specific figures, the actual rates of duty before and after the budget. For LPG they constantly refer to the "fuel duty differential" being maintained or reduced by 1p. They say in A.107 the LPG differential was reduced by 1p (which should mean the price rises by 1p) on 1st April 2009, but I noticed no change on the pumps. There is also the problem that gases are taxed in kg not litres so another added complication.

I am going to try looking at & asking HMRC to see if I can find more info on LPG.

On a side note, I don't know whether you guys have realised this, but they have closed the loophole that allowed motorists to refund their tax discs before a VED rate change in order to get 11 months cheaper VED. Now when you ask for refund on V14 you have to SORN without renewing your tax disc for 21 days, otherwise you will get no refund on the old disc. Which IMO is utterly outrageous, what if you miss the conditions and you submit for a refund with 6 months left to run, they are saying they will keep the full 6 months, the most they should keep is 1 month. I don't think they should keep anything at all, A SORN car is a SORN car whether for 1 day or 21 days, What if you declare SORN then for an unexpected reason you HAVE to use your car again within 21 days, they are saying that it doesn't matter how unforeseen the circumstances, if you do this they will keep the tax you paid, it could be any amount up to £900 in the highest band.
