PCN 3 letters and still they say I have to pay.

I receive a ticket whilst at my local supermarket. I am a blue badge holder, and the bays were full. Oposite were 4 Mother and Toddler bays, 3 were empty so I parking in one. For apprx 15 minutes.
Came out and got a ticket. I asked the attendent he told me I could have parked further down the car park, he was so arrogant. Well I appealed the ticket, twice. I have today received that I still have to pay it.
The stress this is causing me is beyond, I now only have a circulation disorder, but I am under the local hosptials renal unit. They just don't care. Would it be worth me going to seek legal advice. I may be wrong and stupid but its the principle of it. I did notice when my husband took me later there are signs up, but I never saw them, and I think they are new, however, they must have been there when I went. There wern't there in February time.

These parasites won't accept an 'appeal' because they're only after your money. They're not an authority at all and to accept an appeal is effectively turning away cash.
I'm sorry to hear this has caused so much stress. If I were you I'd sue them (and the landowner jointly) for the stress and anxiety induced as they're not acting within the law by any means. I don't know whether this is a possibility though, it's just what I'd do to intimidate them (for a change).
I suggest you refer the correspondence to trading standards and stop corresponding with them.
Also when you're back at the supermarket be sure to speak with the Manager and let them know how you, a blue badge holder, have been treated (or discriminated against), that you won't shop there again and that you'll tell all your friends and family about your treatment at the store. The store will have a contract with the parasites who issue these worthless parking tickets and the more complaints they receive the more chance the PPC has of losing its contract.

Yup - Ignore it.
As you have written to them and in their eyes "confirmed" your identity, they will hassle you a bit longer and you may get more hysterical/threatening letters from a collection agent but they won't amount to anything, so ignore but file them.
Parent and child spaces are a mere courtesy- Quite meaningless legally, as are the supermarket disabled bays really.0 -
I am so scared to ignore it to be honest. Will this cause me to have a CCJ? I can't sleep I am even too scared now to go to the Supermarkert. I do thank you both for your advice but I must admit I find it hard to ignore which is why I wrote the them in the first place. Do you know if there is any offical body I can contact? I really don't think I can cope with threatening letters. All I have been is truthful. The car park is free parking, I have cost that company nothing. Also I only took up one Child and Toddler place, there was another 3 vacant. How can they charge me £60 when I have not cost them anything.

Nothing to be scared of - they are just empty threats, they have absolutely no basis for taking you to court, and no prospect of getting judgement against you. You can only get a CCJ if you lose in court, and don't pay the judgement within 28 days, that won't happen.
Whatever you do, do NOT pay any money to these parasites, it only encourages them to keep issuing their mickey mouse tickets.

That's the very same Co-Op that's bleats passionately in tediously long TV adverts about its strict ethical standards..
So if the Co-Op, the landowner of this carpark, has no knowledge of the grunts who issued your parking "fine" and didn't therefore authorise them to patrol its car park, then the grunts must be fraudsters, yes?0
