Using Cahoot Visa card in States

Last time I was in the States I tried to use my Cahoot visa card and it was declined. Talking to Cahoot when I got back, it turns out that they only allow authorisation by Chip&PIN and it is not possible to sign for goods and services. This makes the card effectively useless when in the States apart from withdrawing cash from ATMs.
Anybody else heard this and is it something that effects other cards?
