Late notification of parking ticket

Hi
My boyfriend received a parking ticket from Newport council (S Wales) stating that they had caught him on CCTV parking near the Coldra r'bout on the 2nd Feb 09. The only problem is we didn't receive the notification until 15th April - Surely this is beyond the time limit they have to notify you of a parking fine?
Can anybody help with this? Does anyone know what time limit there is for notifications hrough the post?

depends on a number of things.
is the car registered to him and details an address correct? OR - lease car? Company car?
also - if DVLA ballsed up in supplying details then it is allowed - but Council must show so.
very much worth showing ALL of the PCN for a fledgling CCTV enforcing Council.0 -
What exactly has your friend received? Is it a PCN, or is it the Notice to Owner?0

Yes it is his privately owned car (not lease or company), and it is registered with all the correct details too - unlikely that they made a mistake, unless the DVLA did, like you said, but how do we find out about that?
There must be some kind of time limit specified by the DVLA aswell for notifications????? Do we call the DVLA themselves and question it?
I'm not sure exactly what he received - i will check tonight when i get home, i think it was a notice to owner?!!!

For CCTV it will be a Reg 10 PCN but also serves effectively as the NtO.
We need to see it.
To establish any procedural errors then you would just appeal on the basis of served out of time - and onus falls on them to make the excuse if they have one.
Don't do that before you show it here though + describe circumstances, etc. don't miss other appeal possibilities.
the timescales you wanted are >>>.
LA applies to DVLA within 14 days + DVLA supply info in time to be served in 28 days total.
any hiccups or hire/lease etc then up to six months (but within reason to suit such circumstances).
