Direct Debit Indemnity Claim HSBC/Paypal

I'm really confused over this 
I recently bought a wedding dress privately after I missed the end of an auction. The seller has 100% positive ratings so I thought there would be no problem. I paid her invoice via paypal. AS I had no funds in my paypal account I guess they transfer the money over from my linked bank account/linked card which is a Visa Debit.
Anyway one week after is was posted the dress has not arrived. Four days after last email to seller still no response about delivery times or postage company/tracking number. I contacted HSBC as I thought I was covered by the Visa Debit charge back scheme and would like to do this if the dress does not arrive by the weekend.
HSBC have responded to my email with lots of jargon (not plain english!) saying that the money was transferred to paypal via a direct debit. In this case I don't think I'm covered by the direct debit scheme and am very confused about what to do. I suspect paypal will only be able to claim the money if their are funds in the sellers account which I somehow doubt. I really hope I'm wrong

You need to be clear about how you paid Paypal. Was it direct debit or did they charge your debit card (these are not the same)?
If it was be direct debit then, Paypal should notify you in advance of how much they are going to take by DD and on what date. If they didn't, or they took too much, or they took it early, you can claim a full and immediate refund under the Direct Debit Guarantee Scheme FROM YOUR BANK (not Paypal).
If Paypal charged your Visa Debit card, AFAIK Visa Debit offer thier own guarantee scheme. See post 4 in this thread...

Hi,
HSBC definitely say that it was a direct debit. I paid for the item by paypal in response to an invoice from the seller. My paypal balance was 0 so I assumed that the money would be taken from the HSBC account/card linked to paypal. I have no received any written notification that paypal were debiting my accountTrying to earn £2015 in 2015. Slightly early start. £175.88 today.

When you login to your Paypal account, does the transaction appear in your activity list ?
If it does, click on "details" and you will be able to determine the source of funds - bank account transfer or debit card.0
