I think that it is the duty of the city council to maintain the foot path. But it is better that you do it because you never know how they are going to maintain it, they might not trim it properly and because of this your property will look ugly.
Yep -it is the councils' duty to keep path open and they may discharge that duty by making OP cut the hedge ( or cutting themselves and charging)
I think it depends on your council - some just cut the hedges themselves to save them having to contact all the properties adjacent to path while others make the owners do it.0 -
