Seller changing terms

I have been searching everywhere for an item, finally found a seller in the US selling exactly what I am after available to the UK, I emailed a question about the item and also asked them to check the postage to UK as it seemed quite high.

Seller replies saying they no longer ship to the UK due to 'missing' parcel claims. I sent a message back stating I really want this item and am willing to pay the cost of insurance, as yet the seller has not replied.

Can they just change this when the auction is running, surely if I had just bid I could leave a non performing seller and Neg?

Any advice? I really wanted this item.

If no one has bidded on the item he can change the listing up to 12 hours before the end. If he is unwilling to send to the uk there is not really much that you can do about it.

Seller cannot do this as its a 30 day listing that they have sold several of them over the last couple of weeks. They probably dont want to remove the listing and lose advertising time. As it stands right now I could just bid to buy, which if I hadnt of wanted to ask a question about the item I would have just bought on buy it now.
