If you follow the link I posted, the check they will make in the UK are; are they for his own use, did he buy them in a EU country and has he got a receipt to prove he did. That is straight from HMRC so whats to ask?

whichever way you try to get round this you are on a loser if customs stop you.
there have been thousands of people try to get round the rules, but you cant.
