Help parking ticket for Leeds but in London

Just got home from a relaxing 3 day break to find a DtO, saying hubby parked his car in Leeds and hadn`t responded to earlier communications so fine was being doubled. The day before this illegal event we had travelled from our home in N. Wales to London ( by rail) and stayed 2 nights in a Hotel! The car was in our garage, we haven`t been by car to Yorkshire for16 years-how have we got a fine? Very worried as we are squeaky honest, we have receipts for train journey and hotel, neighbours assure us that no-one stole our car and then returned it. Any good advice will be welcome . hubby worried

  • First things first, is this a notice from a council, or a private company? If its the latter, ignore it, but if its the former:

    Somebody has cloned your vehicle plates. Just write to them recorded delivery and explain the situation. Offer proof that you were in London at the time of the offence, and demonstrate that nobody else is able to drive your car.

    Expect more things like this.

    Is the tax disc number correct.
    If not then it is not your car.

    There is no tax disc number on the form, the space is empty as well as the expiry date. Do they always fill this bit in usually?

    Just ring them tomorrow, and ask them to check their info. It is possible that the plates have been cloned, but the most likely explanation is that some numpty with fat fingers has input the number incorrectly.

    I like sarah's idea - phone. Many people baulk at the idea but Councils are only the enemy 'institutionally'. It is fairly easy to get an individual to see reason. Keep records of times, names and number dialled. + oucome. If they agree to cancel ask for immediate e-mail confirnmation.

    If they don't want to co-operate and play silly then just end the call.

    Then you simply make formal representations against the Notice to Owner (the thing you keep calling DtO for some reason?).

    just tick 'no contravention occurred' and in the deatils box give a simple explanation -

    'I have never parked in your City. At the time of the contravention the vehicle concerned was garaged at my home in Wales. Myself and my husband were on a hotel break in London. To assist you in this matter i enclose evidence of my stay in London. Kindly cancel the PCN and your Notice to Owner and confirm that the matter is now closed. In the unlikely event that you choose otherwise I shall have no hesitation in bringing the matter before the independent Adjudicator.'

    'Please further note that I am concerned that this matter may be the result of my car being 'cloned'. Unless you are able to confirm a simple administrative error on your part I fully expect you to fulfil your civic duty to notify your local police force of this possibility and furnish them with any photographic details you hold.'

    theoretically, that will do it. to speed it up you can either enclose a photocopy of your tax disc (re the point someone made above) or - as Councils are iffy to trust - ask them what details were noted by the CEO.

    (specifically what details were noted by the CEO - not what details they have - cos they get them from DVLA anyway!)
