Do we need a "Licence to Alter"?

Here's the situ:

My husband and I are going to buy my in-laws flat (It's a house split into 2 flats). they live above and we will purchase the ground floor flat. We've discussed what we plan to do with the flat with my father-in-law, ie take a wall down, relocate the bathroom , put up a stud wall. He's absolutely fine with all this (he's the free-holder by the way). Plus we'll ensure the building inspector is involved etc.

However I was watching an episode of location, location, location last night and the bloke on the TV was talking about leasehold properties and said something along the lines of:

"if you are going to buy a leasehold property and plan to make alternations like put up walls or take walls down, you will need to get permission from the freeholder. You will then need to speak to your solicitor and arrange for a "license to alter" (or "alternation licence).

Can anyone shed any light on this licence? My father-in-law is happy with the plans we have but of course I just need to make sure all avenues are covered, especially for when we plan to move and sell in the future. Thanks!
