Councils trying to avoid deferred payment arrangements

On the BBC this morning there was a piece about councils failing to inform people about the interest free deferred payment arrangements which should be available to pay for care home payments until homes are sold to provide funds.
This means that some people have had to take out loans to pay for care home fees or to accept very low prices for houses in the depressed housing market.
You have to wonder when someone is going to force Local Authorities and the NHs to carry out their statutory duties and provide people with sufficient information about the financing system for care home and health care for the elderly and infirm. It seems that civil servants believe they are the masters and not the servants of the general population who pay their salaries.
