New build PC

My PC is now 5 yrs old, noisy & slow.
The IT chap at the wifes' school has offered to build me a new one, and this sounds good....he is really good. Thing is though, he has asked for some spec's....or rather has asked what I use the PC for.
Basically, I would like a half decent sound, as the PC doubles up as a music player in our dining room, I use a fair bit of Office stuff, lots of internet, some downloading (music/i-player etc). I also may get more into games, but nothing much at the moment.
What would you technical people suggest, vis a vis Processor, sound card?, Graphic card?, RAM, memory, connections etc! Also, I have XP on this box, can that just be switched over, or should I replace with Vista maybe. Any help or suggestions welcome thanks.

If he knows his onions...and he should...explain to him what you want the PC to do..and tell him a budget...he should be able to take it from there

I expect taking his cut I expect he'll be building a PC to a budget of £220, I expect he'd probable be reusing parts0
