Maternity Allowance and NI contributions

MA is worked out by NI contributions afaik. You need a certain amount of contributions to be eligible I think but I couldn't say how many.
If the average over the test period is only £30 then logically NI contributions cannot be taken into account.
Unless I missing something, which could be quite possible

Good point on average being so low
Not thought about that. I can;t see anywhere on the DWP site that mentions about NI contributions. For example, on the incapacity benefit page it dopes explicitly say you must have been: "paying National Insurance Contributions" - so I'm still as confused as ever! Total Debt as of January 2010: £61,234

MA is also a non tax and NIable benefit which would also logically imply that your contributions are not a factor.
However, not sure you can put benefit and logic in the same sentence
