what to offer on a new build ?

it says list price 280k now only 249.950k (lol) there going to px mine but i still wanna get money knocked of there house jst wondering what to offer as a starting point ?
Other houes in area are going for 230k but these are not new builds
the builder is persimmon
Appernetly there wanting it of there books and buyers in by june which we are happy to do but that doesnt give them much time ?? maybe play this to my advantage ?
