Help: British gas threatening to come into house...not even with them!

My mum has just rung me in tears...
She's had several letters from british gas and the present one says that she owes £40 for gas between december 05-january 06 and that if she doesn't pay in so many days they have a warrant to come into her house and switch off the gas!!!
The problem is that she is no longer with british gas but is with powergen and has a meter, she has always had a meter even when she was with british gas for 2 months. She has rang them 6 times on her mobile (she has no lnadline), which costs a lot of money and keeps telling them that she is with powergen and even has the proof, a letter from powergen to say she has switched, she ahs told them that she was and still is on a meter and doesn't owe any money.
They are telling her that she is not on a meter and that she owes them money and they will cut her off. They even hung up on her the other night. She has asked for the manager, she has threatened to go to watchdog, she said she will send proof...nothin works with these morons.
What can she do?
Can they cut off her gas even though she is with powergen?
Can they really come into her house?
How can she make this go away...I don't even know what to suggest to her.
