Calling overriders from a PC

Hi,
I need to make calls to mobiles in Madagscar. I have no option for a landline, so they would have to be made from my PC. The cheapest method I've found so far is InterVoip for 16p/min, but I was wondering if it's possible to call overriders (0871/0911...) from any Voip service, bringing the cost down to under 10p? Also, is it possible to call overrider numbers from a public payphone?

According to the International CallChecker, the two cheapest routes for calls to Madagascar mobiles are placed through 0871 numbers.
Calling from a VOIP connection:
Sipgate (www.sipgate.co.uk) quote 10p per minute for calls to 0871 numbers, with no setup fee.
You need to set up a user account with Sipgate, and they will give you a geographic phone number if you wish. You can make calls using a headset connected to your computer, or with a stand-alone VOIP phone connected to a modem/router.
Calling 0871 numbers from a payphone:
In the case of a BT public payphone, a minimum fee of 40p applies. This 40p pays a 20p connection charge, and purchases two 10p ‘units of time’. For calls to 0871, each 10p ‘unit of time’ buys you 6.2 seconds (!). So something like 97p per minute – not a great rate.
