Second Chance Offer Query

On Sunday I sold an item and it was bought/paid for by someone who lives in Italy. I explicitly said on my item listing that I would only post internationally to the 30 countries that are part of the Royal Mails Airsure service. I listed the countries and asked ebayers from countries not listed to refrain from bidding on the item but unfortunately the Italian ebayer ignored this request. I refunded his paypal payment and offered the item to the next highest bidder, someone from Spain, using the Second Chance Offer facility. He accepted this and paid immediately.
After looking at my account in My Ebay I'm a bit confused by my sellers fees for this item. As it stands I have been charged Final Value Fees twice for this item, a fee for the auction that the Italian ebayer won and a fee for the Second Chance Offer the Spanish ebayer accepted. Is this correct? Once the Sapnish ebayer had accepted the Second Chance Offer I had expected to receive a credit from Ebay to cancel the Final Value Fee I incurred when the Italian ebayer won the initial auction.
I've looked at the help pages on ebay and i'm none the wiser. Maybe I have misunderstood the way the Final Value Fees work in this instance?
Any help will be very much appreciated.

Second chance offer can be used to sell another item the same as the one you sold (ie if you have 2).
Perhaps ebay insist on taking a cut of both?0 -
If you have a valid winner then the FVFs will stand, and your Italian was a valid winner. The only way you have a chance of getting them back, and it is not guaranteed is if you can persuade the Italian winner to do a mutual cancellation. Thanks for your explanation. I had forgotten about the feedback so I have sent then an email explaining why I feel unable to sell the item to them. If they seem friendly I will go down the mutual cancellation route. The item im selling is for a friend so if the resonse isnt too friendly i will pass the extra fee on to him to pay.
