Can anyone tell me how you can list something on Ebay and state "right to withdraw as advertised elsewhere"

Just put "right to withdraw as advertised elsewhere" in the item description.

Is this allowed? In effect, you can use it to set a free reserve price.

I'm not sure what Ebay's policy states about this but as long as the auction is withdrawn and not let run to the end there is not a lot they can do as you can always say that the item is lost or broken.

You see this quite often especially on items which are difficult to ship. I don't do this on sale items and I will not bid on items marked in this way. You can easily withdraw an item as no longer available for sale and I have done this from time to time were I have discovered defects in the item and cannot modify the description to match the item.
