help! confused about damp & timber report issues!

We had a full homebuyers survey done on a 1920s semi we had an offer accepted on. The offer was 195k. The report said it valued the property at 193k because it detected issues with damp and timbers that needed further investigation, but if either a report was produced to say it was all ok, or a certificate produced to show any work needed had been done, they would value it at 195k.

We had a specialist go in on Tuesday, he said the only work needs doing is the ventilation shafts replacing at £295 +VAT, and that this is the root cause of the damp readings, and will stop the issue.

I am so confused!
1 - is that a good price for the job?
2 - the report said the land around the house was higher than the damp proof course and needed lowering by 15mm, but the specilalist has not said anything needs doing on this....should i be worried?
3- should we pay for the work to be done, or should we make the vendors pay for it in order to proceed with the 195 offer?

I must admit we haven't yet had the full report from the specialist which may explain things in a little more detail, but i wondered if anyone could offer advice on this!

Oh, also, we have cancelled our original mortgage application before the fee was processed and are gong to apply with HSBC tomorrow instead....the estate agent got the hump about this saying that the vendors wanted to push things through fast and his tone of voice suggested this may be a problem - should i be worried by this?! It is only two weeks later than the original application was made!
