First Ever Dispute

Hi all - looking for some advice as I am about to open my first ever dispute on ebay. I won some tickets for a concert on April 1st and paid immediately via Paypal.
After receiving no acknowledgement or updat, I sent an email on the 3rd, asking when the tickets would be posted. I received a reply saying they had been posted that day. No sign of the tickets by the 8th, so I sent another mail, but received no answer. Mailed again on the 10th, asking what was happening as nothing had been received, and advising I would wait until after the Easter break before taking things any further. This prompted a reply, with the seller telling me the tickets had definitely been posted the week before and to wait until Tuesday. Tuesday came and went with no tickets, so I mailed again yesterday (15th) but have had no reply again.
I would have ended up paying more through Seatwave now as the concert is tonight and i have still not received the tickets from the ebay seller.
My question is: do I open up an ebay dispute, or go straight to Paypal ? What happens if the tickets do eventually arrive, but it is after the date of the concert ?
I know that the tickets may have miraculously appeared in today's post, but I won't know for certain until I get home from work, but that is a risk I have had to take.
What would be the course of action if the tickets arrive tomorrow or later (after the concert) ?
I have been polite in all of my emails as I appreciate people are busy, but this is the first time I have ever had any problem with buying on ebay.

The seller has to post within 7 days.
If he posted within 7 days of you winning, and they arrive tommorrow, I think there's nothing you can do.

If they do arrive tomorrow, then I will have to accept that - and I wouldn't penalise the seller on the stars if the delay was due to a delay in the postal service. My main question though is about opening a dispute if they never turn up ... I believe I have up to 45 days to open a dispute ? I think I have given the seller enough time to send them and the lack of responses to my emails doesn't exactly fill me with confidence !0

Honestly I think you're right to be suspicious given the lasck of response you've had so far. I would open a dispute up now with ebay- you can do this after 7 days of paying- to get the ball running and provoke the seller into responding. Don't take this personally but they're probably more likely to respond to an eBay mailing rather than you. Then follow the dispute from there.

You can always cancel your dispute if the tickets turn up.0

Tickets should have been sent special delivery so there is something amiss here. I hope they dont arrive tomorrow so you can get a dispute sent through. If they went missing in the post and he didnt send special delivery then i think you can claim, because isnt that the rule, sending tickets they have to be special delivery?

Didn't you buy some more through Seatwave?I have ended up paying more through Seatwave now as the concert is tonight and i have still not received the tickets from the ebay seller.Should've = Should HAVE (not 'of')
