JBW withholding a refund

Hello,

Looking for some advice as Im at my witts end with JBW.
I have an arrangement with them to pay back council tax arrears. I have stuck to this and make the payments on time everymonth. In January I used their website to make a payment of £150 + £1 fee and when I checked my bank statement I found they had taken two payments at exactly the same time, but only credited one amount to my balance of
payments. I have been phoning, emailing since 12th Jan to ask for either a refund or to credit the duplicate payment to my balance but everytime they tell me it will be processed in 7-10 days but nothing!
I have sent copies of my bank statement to them but they refuse to acknowledge the refund and Im left feeling angry and upset that they are sitting with my money in their account. I was late with one payment (2 days because it was due to a weekend), they were staight on the phone Monday morning demanding payment ...
Can anyone help me or tell me what I can do to escalate this as they are making a fool of me.

    don't know the answer I'm afraid, but suggest you post on the dfw board, where posters have more experience of dealing with this sort of question
