Unlivable house (thinking of buying)

I live in the US and due to my father's sudden and unexpected death, my family needs to move to be closer to other relatives in another state (over 20 hours away) and wait for the market to get better to sell our current home.

We found a listing for a beautiful spacious house. It had all sorts of features listed, as well as having almost 5 acres of land. The price was surprisingly low and I had my sister ask a local real estate agent about it. Apparently, despite the fact that they are advertising the house, the real estate agent said that the house is considered unsellable/unlivable. The low price is the cost of the property only. Prospective buyers are not allowed to enter the house. The agent said something about the builder of the house not having proper permits. It sucks because this house/property is the only one that has anywhere near the space we are used to (our current house has 32 acres of land, a barn, a workshop, car ports, etc). Money is an issue because we doubt that we will be able to get much for the current house because of the location (roads aren't paved, we can't get mail delivery or high speed internet, and we have to have our own water well and septic tank). Another issue with our current house is that we rented it out while we were overseas and when we came back, the renters (who had not paid rent in 6 years) had severely damaged the place (over $40,000 worth of damage/stolen property and we haven't been able to repair/recover all of it yet- suing them is not an option because they don't have enough money to get anything out of them-- and they would've killed more of our animals and burned our house down if we'd tried).

If the house is unsellable and someone buys the land, do they get the house too? And why would someone not be able to look inside a house if they were planning to buy the property it was on?

Would the seller get to keep the house if it is only the property for sale? (I think the seller is not currently living in the house)

Does anyone know if there is a way to retroactively get permits for a house (maybe after inspection). Or if it would be possible to fix the place up (if it turned out that whatever is wrong can be fixed without too much trouble) and make the house sellable in the future if for any reason we ever decide to move?

Is there any way I can find out what (if anything) can be done to fix the place pre-sale? So long as it is less expensive than buying another house I think we can afford to get it fixed up. None of the other houses we've looked at have what we are looking for so far.

I know that it can be a big mess trying to move in and fix a place up, but if we can't find anything else, it may be our best option.

Any suggestions/advice?
