Paypal Chargeback

Had a new experience today - a Paypal "transaction review" where a payment has been reversed by the buyers bank.
Payment of £2.99 made on the 2 April (item posted day or at most 2 days after) and now on hold as at 15th April.
Buyer has 100% feedback and score of 589 and I have had no contact to say the item has not been received or is not as described.
Any suggestions as to what to do next ? My Paypal account seems to have no narrative to suggest why the payment is on hold.
Any idea how long they take to decide an outcome ? Can I raise an unpaid dispute if necessary ? Address is confirmed, so is there some form of Paypal seller protection that covers ?
Only £2.99 so not the end of the world, but does concern me that it could happen for something bigger.

It's possible that the buyer didn't have enough money in the bank account/problems with the direct debit agreement.
Still I'm quite sure Paypal should've e-mailed you about this. Check your e-mails again?
It happened to me before and they asked me for information what I had sold,the tracking number,any correspondence between me and the buyer etc.
You are right that £2.99 isn't the end of the world,but still fight for it. Its your right.
You can e-mail the buyer to ask what happened. But e-mail Paypal also.
Because they are not new on eBay,maybe they just added a new bank account,but they spelled their name wrong by 1 letter,then the bank reversed the payment.0 -
I lost £15 to a chargeback about a fortnight after the transaction because the buyer 'cancelled their credit card'. She communicated with me, initially saying she was sending PayPal a cheque to cover her debts. It never materialised.
PayPal wouldn't cover me because I'd used untrackable Parcel Post, even though the seller had left feedback thanking me for the item, proving it had been delivered. It struck me as being a bit like the small print on insurance policies!
The lesson I took from this is always use a trackable service.

The paypal email was pretty badly written, but I did find a request for information burried within it, so have now replied.
Taking Soolin's excellent advice, I emailed the seller, who had also just been advised of the chargeback, but thought that his paypal account was then debited, but that I should let him know if the payment was not received and he would re-send.
For something quite important, the Paypal proceedure is not very clear or professional. I thought that the buyer had raised the chargeback and was furious that they had not contacted me first, but looks like it was nothing of their doing.
No further contact yet from PP, so will see what happens next.0 -
I had a chargeback before Christmas from someone who'd already given positive feedback but subsequently de-registered themselves from Ebay. I supplied paypal with proof I'd posted the item and they gave me the money back within a month.0
