I couldn't comment on price or quality but I have noticed that some of the shops in Edinburgh advertise in the local press (Evening News and free papers) and outside or in windows of shops. Always seem to be some offer on for the full gear if you don't particularly mind which tartan you want.
Any time I've worn one I have hired but I sometimes think about getting my own - just thinking that I have seen them for around £450 -£500 but as I said, not sure about quality or exact price. I don't think you need pay around £800 though but depends on quality and type of tartan.
My father in law has had his for 30 years or more and in good condition.
My brother has a few but I know at least one (an ulster tartan of all things which was apparantly from a pattern found in a bit of fabric found in the ground over there) cost around £500 - £600 just for the kilt.0
