Pay pal resolution centre atrocious service

I have recently made a claim through Pay Pal's Resolution Centre. My refund was agreed and Pay Pal instructed me to return the item to the seller by recorded delivery, which I did. I then entered the tracking number onto the Pay Pal site as instructed. A few days later, they found in the seller's favour and closed the case because I had not provided them with a 'valid tracking number'. I queried this. They then said the item was 'in transit' whereas it needed to be 'delivered'. When I queried this, they said the item had been 'accepted at my local post office'. The implication was that I had accepted it, myself -- I think. (The Post Office website does state that my item has been 'accepted' at my local Post Office because that's where I posted it.) The item is still on its way to the seller and has yet to be delivered. I can't really believe Pay Pal resolution Centre can possibly be this dreadful. It's actually making me feel quite warmhearted to the hard-nosed seller that sent me a rusty watch and refused refund. Has anyone else had a similar experience? :eek:

If your item has not reached the seller then the seller is under no obligation at all to refund. The 'accepted by PO' message on tracking means you have posted it, unfortunately it means that as far as the PO are concerned it has not been delivered.
Your argument here is not with ebay and paypal but with Royal mail as they have not provided the proof of delivery that you paid 75p for. Unfortunately this is not uncommon with the PO, not one item I sent recorded in October 2008 ever showed as delivered, however whilst it shows as undelivered you can now claim back your item cost via RM (up to £39) using the normal claim form and your recorded delivery slip.
Incidentally, the itme may well have arrived, there are dodgy users (see some of the posts above!) who may well feel justified somehow in claiming non receipt when they see an item does not track. Thanks. I have been sitting here waiting for the website to say it has been delivered. It never occurred to me that they wouldn't change the status... it makes a bit more sense, now. I may well have to claim from the Post Office as you suggest.
