Have SL - England changed their rules

Last year my son applied for loans through SLC, he got them, they were not means tested. He wasnt classed as an overseas student, he has been in UK for the past 5-6 years.
This year he has changed unis and course. So he has applied through SL - England for loans.
We thought everything was sorted, he gave his passport details for them to check his ID and filled in the form regarding his passport.
His status says they are awaiting further information. It also says We arent expecting any more information. It also says we are awaiting documentary evidence from you.
So today he has had a live chat with them.
They say he needs evidence of his temporary stay in Saudi Arabia (with me and his dad). They need to see his work contract or rental agreement.
He told them he was a child in Saudi and didnt have a work contract or home rental contract.
Have the rules regarding parents working and living abroad changed since last year. None of this was asked when he applied last year, which he pointed out but they said things have changed and they would need to see this kind of evidence before they progress.
They then said they would have to look into this and get back to him once it was clear what they would be doing.
