Excuse me? I am actually very competent on the computer if I had a graphics program to use. Word may have additional features to use photos but it isn't the best thing to use to do what I am trying to do. I have used Paint shop pro and photoshop since I was about 11 years old.
On top of that, this is not my job. This should be our printers job, but the boss is trying to save pennies.

Can you clarify what you are trying to do? You have scanned in a printed photo and now you want to print some text over that photo? It would be better to use the original digital file of the photo if you have it-the quality would be better than from a scan.
But either way, you need to crop the photo to size (so it's just the photo, no background) before you import it into your Word template. No free lunch, and no free laptop

The photo is in the document in (almost) the right place. I don't want text over the photo but over the 'template' that I am trying to make. So that it all goes over the paper, it is becoming impossible on one document though so I guess I will just have to put the paper through twice, once for the photo then once for the text as everytime I write text it pushes the photo down.
This won't be fun when it comes to printing a couple thousand

It sounds like your photo (the graphic) is covering the area you want to add text to. The backgrund may be white, but in a JPEG that's still part of the graphic. That's why I suggested you crop the photo down to the final size before importing it.
I'm still not quite clear, as you said in your earlier post that you wanted to print over the photo, but now you say you want to print near to it?No free lunch, and no free laptop

The photo is the final size, there is no added background to it.
But when I press enter, it pushes the photo down, and I have just got it into the ideal position.
I said earlier that I wanted to print over the scan of the pre-printed paper (at least that's what I meant by printing over the picture). I have now deleted the scan from the word document so I am just left with the photo.
I need to add text above it (a headline saying 'For Sale') and underneath I need to add more text to give an address. I can't write above as when I press enter the photo gets moved down and I can't get a cursor to go below.

I think we are at cross purposes here. Why are you using a scan of the pre-printed paper? Why don't you position your pic where you want it (and leaving the text positioning aside for now) and then feed your pre-printed paper through your own printer to add the photo and text? This is what I thought you were trying to do. What is the point of having pre-printed paper otherwise?
Scanning in the preprinted letterhead will not print well anyway, as you will have converted the text to a 4 col JPEG which will not give a good result with text.
If you're familiar with Paint Shop Pro, why don't you download a free trial of it and create your document in that for now?No free lunch, and no free laptop

So Ive been taught, you shouldn't be doing this sort of thing in a word processor, you should use a dedicated desktop publisher such as Drawplus from Serif but I admit that I have done these type of things in the past.
To get round your photo problems, you should right-click on the photo, select 'Format' then select 'Position' or something along those lines. You should now see about four boxes with a picture of a lion in the middle and various positions of text around it. Double-click the one on the far right. Now you should be able to freely move the photo around and have no problems with text.
To enter text on or around the photo, you should use Text Boxes. In Word, there should be a little button somewhere with a little square with what looks like text in the middle. Press that or just go Insert - Text Box. You can now move the text box to the desired position and start typing. You will notice that the text box is filled white and has a black border by default, so Right Click on it and select Format again. Go to 'Colours and Lines' tab and select 'Fill' as 'No Fill' and 'Line' as 'No Line'. This should now look ok.
Sorry if this wasn't very accurate, this is because the particular machine Im on has not got Word on it and I am working off memory. I will alter this later if I have the chance on a different machine to make sure it is accurate. The quickest way to become a millionaire is start off as a billionaire and go into the airline business.

That is what I am doing. I scanned in the paper to know where to position everything. I was always deleting the scanned picture afterwards.
Turns out text boxes are my friends. But now I can't get the thing to have a second page as the cursor is at the top and pushes everything onto the second page if I create a page break
