You can set your own proxy up in less than five minutes with very little IT literacy required. Does it simply blocked known ones, or is it able to identify information being relayed?

It blocks them, I think they constently scan the web for new content though aswell.
This is the monitoring page (you need a password to access this, all logs ect... are here) note how proxy is in red, you can click onto this and it gives you the URL, time ect.0 -
My old college and school used to have stuff like that, Used to find a proxie that worked, Then move on when it was blocked.0

I know kids try and do the same at my school, they use Squid Guard to block proxies in conjunction with net sweeper and trend micro web protection.
K9 web protection is free for home use without the need for servers ect.
