Editing a DVD to put short sequence into a powerpoint presentation

Hello,
I am wondering if any of you could put me on the right path.

I would like to use a small sequence of a DVD. How do I cut it out from the full length video?

Is there any freeware I could use to do that?
Do I need to convert the DVD format into something before?

I have never done anything of the sort before so any help would be greatly appreciated.
Oh! and in case anyone would want to know, I have full permission to use that particular video in anyway I wish to. No issues there.
Thank you in advance if you can direct me to a website where all is explained (I have googled it but I am not sure about the info it threw back) or the name of a free software I could use.
