Car Ins: minor claim against but claimer gone AWOL

Hi - hope someone can advise me
I had a minor bump last summer (there was no damage but other party have claimed a cracked number plate - hey ho, I can live with that as not worth contesting). They contacted my insurer direct and I said that once we have the quote for the new number plate, i would settle direct.
It's now over 6 months later and no news - am also near to renewal and a claim pending means I can't move and am also liable for a higher premium from current insurers
Have chased insurers and they claim they've now chased the other party (a company) but no response.
What is the legal situation here? How long can a claim stay open for unresolved (effectively tying me to an insurerer, who can charge whatever they like)? Can i do anything to bring the matter to a conclusion? I just want to pay up and close the case.
Any help gratefully received!
