Ebay Non Paying Bidder

Hi All
I sold a item on ebay last week and it has been 7 days since it was sold and i have messaged the buyer several times and still no response.
The main thing is getting my FVF fees back. If i open a non-paying bidder dispute, can i close this straight away? without letting the buyer respond to it, and still get my fees back.
I dont want to trade with someone with low feedback and cant be bothered to reply to me.Would rather relist the item and block them.

No, sadly if you want your fees back you have to give them 8 more days to pay. (or after they respond)This is my opinion. I know about the 8 day rule, but what i was thinking of doing was opening a dispute, then closing it straight away?0 -
if i remember correctly you have to wait 7 days before opening a dispute then another 7 before your allowed to close it0

You can't if you want to reclaim your FVFs, you have to open on day 7 and then close 8 days later.
