lay-by parking during agriculture shows

I have a question, on a show week lay-bys are normally coned off closet to the show-ground but some people still park in them and when i came back to mine last year some cars had parking tickets on them like the ones you get if you park in a public car park without paying only there was no sign up or warning saying that this could happen, my main question is can they do this in road side lay-bys? if i get a ticket any advise,

yes they are council issue tickets and yes the lay-by is a part of a public highway, as to the alleged contravention on the ticket i could tell you as i did not receive one but others in the same lay-by did i guess because i parked later and missed the guy,

Its a messy area.... but if the layby is closed then i'd imagine that the tickets are perfectly legal and enforcable. Presuming ofcourse the correct procedure is followed so susspend the parking rights. Which normally involves a notice being displayed saying how long the parking spaces are closed for and alike.
I say its a messy area, as the claimed powers of the traffic wardens who'd turn up to our event which involved a closed road changed each year... One said they had no power within it the road closure, one said they could only enforce normal parking restrictions (double yellows etc.) and another said they could enforce the permit restictions we had for the event.... God know what the truth is....0 -
yes it does seem to be a tough one, nobody seems to really know, although if there's no signs for closure or parking fines are in place and thus no warning it hardly seems fair0

They can do it anywhere police no parking cones are out.Not Again0
