I have a second response from Expedia - I will respond today after work.
Anyone got any thoughts on this (other than it not being the 'Jolly Hotel' that I'm staying at!?)

Dear Mrs Clark
In reference to your correspondence, please see our response as outlined below.
We are sorry to hear that you have some queries over the charges applied by the Jolly hotel, as we shall explain the reasoning behind this. The hotel that you have booked is a GDS hotel meaning that it is booked through a global distribution system which most travel agents sign up to, hotels advertise their services on this system and any agency which signs up to it will then display their information on their site. Expedia.co.uk do not have contracts with such hotels and have no agreements with them in place. The booking that you have made for this hotel involves the hotel giving the base rate price and advertising this to our site when you make the booking we take a swipe of the card which guarantees the room for the dates booking, Expedia.co.uk actually don’t take any money from the customers credit card during the booking. The price however is only the base rate and is subject to extra taxes being added as advised on your itinerary which states:
‘ The price shown above DOES NOT include any applicable hotel service fees, charges for optional incidentals (such as minibar snacks or telephone calls), or regulatory surcharges. The hotel will assess these fees, charges, and surcharges upon check-out. ’
The majority of hotels on our site are ESR hotels, these are identifiable by a yellow banner at the top of the booking, these hotels have contracts with Expedia.co.uk and are charged at the time of booking and will include the majority of local taxes and it is then highly unlikely that customers will have to pay any extra fees.
We hope this has clarified this matter and would like to thank you for using Expedia.co.uk
