can anyone tell me if they have balanced transfered from a Capitol one credit card to a bank account as I do not have a balance to transfer, if so, was there a fee?? and do they offer high credit limits??

What you need is so-called Super Balance Transfer (see link Super BTs in the blue box above). According to this reputable website - http://www.stoozing.com/0fees.htm - Capital One CC cannot be used for SBTs.0
