Well now... a friend of mine did this when he changed electricity provider. He understated the reading for the old company because its prices were much higher, then gave a genuine reading for the new company after a few months, which meant he got a lot of electricity at a cheaper rate. He wasn't caught out, BUT if someone turned up to read the meter I think he would have been in a lot of trouble. Imagine if you were a meter reader for a living - it would be the highlight of your month. However, no-one had come to read his meter in years, so he thought it was worth the risk. I don't know what the legal penalty would be if you were taken to court...0
