Make-up for young beginner?!?

Firstly, I apologise if this is posted in the wrong place, please feel free to move it. Where is best to direct someone who has absolutely no understanding of make-up and would like to start wearing some? Is there any books or magazines which explain daily cleansing routines, what make-up is best for what skin, how to purchase make-up on a budget, how to apply make-up ...?
They tend to have a ghostly white face and black eyes but when they are in a warm atmosphere they go very red. Any suggestions?

Mostlibraries have a good selection of "makeover" books - in the Dewey decimal system (or at least in our library) they follow on from cookery and diet books“the princess jumped from the tower & she learned that she could fly all along. she never needed those wings.”

Funnily enough I was just looking round on the Boots website and they have quite a lot of information there, including beauty advice. You could also go flick through the magazines in WH Smith or similar and see if anything takes your fancy there. I love just looking at the cosmetics in Boots and always find inspiration there. Also, there is a thread about[thread=68550]cosmetic cost cutting[/thread] and you could probably ask specific questions on the forum and get loads of answers if you want help.0

They could go to a make up counter in any department store, Boots or the Body Shop and ask for a free consultation. The adviser will suggest products and colours to suit their skin and they may get a voucher to use against the products.
There are also lots and lots of magazines that feature beauty and skin care.
