E-Tailer overcharged me on credit card

Hello.
I've ordered something from a company called DVDWorldUSA.
The item I ordered was £19.99 and on the checkout it says "Free Economy Shipping for orders £19.99 and over." The breakdown listed the total as £19.99. This morning my card has been charged £21.94 (£1.95 extra which is the shipping fee for orders over £20).
Are they allowed to do this?
I also placed a pre-order with them that stated that it was free shipping on the checkout breakdown/email confirmation. Yet, elsewhere on their site it states:
"Orders for Advanced copies of blockbusters will be automatically upgraded to Express at the normal charge."
Are they able to tell you one price at checkout / email confirmation of order taken and then do this?
