That's a default system font dialog. It's a bog standard one used in applications and is primarily for setting the font not the colour (but most application developers on the fly use it for ease). There is a separate dialog for colour picking.
Is the reason for this wanting to choose a specific colour or in an application?
Can you give a bit more details so can try and see what your after?0
