Royal Mail for overseas: Small Packets / Printed Papers

Hello, does anybody know why to send something as "printed papers" costs less than as a "small packet", even if it's still in the same envelope and the same size?

Printed papers as far as I know are newspapers and are usually just rollery up with the address stuck on. Possible the difference in price will be that they are not worth much so if they go missing and were sent as printed papers, the claim against post office would be smaller than a "small packet" claim. Happy to be corrected tho if im wrong0

I just wish we had a printed paper rate in the UK as well, it would make sending books a lot cheaper. In fact i can send books to Europe for virtually the same price as sending them within tthe UK due to the overseas printed paper rate.
