    i think that may be something to do with either windows genuine advantage or windows product activation

    The wpa.dbl file is the activation file for windows xp if you copy it from your old machine and reinstall it on your new XP installation it saves having to have microsoft activate it. Saves any hassle in my opinion. Personnal choice/experience really its not essential that you do it that way. Product activation via microsoft will do the same thing.
