25ft leylandi hedges in next doors garden

I was hoping someone would be able to confirm the advise I have recieved concerning some hedges next door.
There are approximatley 16 leylandii trees bordering 3 other gardenst. The advise i have recieved so far is to talk to my neighbour mentioning the anti social act and requesting him to fell them. If he does not comply, then call the local authority who (money permitting) would issue him with an order to remove them. If he does not comply they will fine him.
Before I start this, please advise if I am doing the right thing. Extra advise would also be welcome!

I don't think I'd be mentioning acts or action first off. Has anyone tried explaining the problems his trees cause. If you can, get your affected neighbours along at the same time - strength in numbers - but keep it polite.Eat food. Not too much. Mostly plants - Michael Pollan

I would ask politely something like
Is it possibly you can cut them down to a reasonable height because it takes all the light etc.
Maybe even offering help like clearing up and taken it to the tip0 -
How close are they to the houses?
If they are really close it may be worth mentioning that the roots could cause damage to the properties.

The reason i`m asking is that we cut down a conifer last year and there is no way that i can get the roots out, they go right underneath our driveway too.

well it does depend on location, root depth etc, but you should be able to make the trees quite unhappy, unhappy enough to give up!
also, if roots are under a driveway then that is a hazard for drains and id get them inspected by the council, mentioneing your concerns and they may deal with it for you.Target Savings by end 2009: 20,000

We chopped it down a year after we had moved in but there are still roots and the stump left. We have already had the drains inspected as there was a blockage but it was confirmed that the roots were not the problem.
I almost did myself an injury with a saw and a machette and i was hoping that it would give up and die but little green bits keep reappearing. Ones that i chopped down at our previous house did give up and eventually i was able to get the roots out really easily but this one is more determined lol.
